Special Track 1
| Interoperable e-Procurement across Europe - the PEPPOL Project |

Abstract
Public procurement is going to change quickly in the coming years. The European Commission has initiated a project to implement an integrated pilot solution building upon existing national systems in EU member states to provide cross border access to public eProcurement.
National e-Procurement and e-invoicing systems in participating EU member states will be linked through a common interoperability layer. The project is expected to have a huge impact since governments will encourage all their suppliers to link to this common interoperability layer. On the other hand suppliers will have a unified access to all participating government institutions across Europe.
The project will act as a catalyst for the further development of e-business and stimulate growth and employment in the IT industry across Europe (for further information visit PEPPOL Project).

Writing a Scientific Research Paper and PhD Thesis |

Abstract
The idea of writing a research paper or developing a topic of research interest that can lead to a PhD proposal is always an endless thinking of where, when, why, what and who. Therefore, becoming an experienced researcher and writer in any field or discipline takes a great deal of practice. This special track provides solutions in response to the lack of competence demonstrated by young researchers and PhD students, and the understanding of what contributes to knowledge gap (for further information visit www.shoniregun.com).

Abstract
EPractice.eu is an initiative of the European Commission. Designed as a web 2.0 community service, it is tailored to the needs of eGovernment, eInclusion and eHealth practitioners. ePractice members may exchange experiences and views, publish cases concerning their own projects and share news, events, publications, best practices and lessons learnt. Knowledge and expertise repositories can be found in the ePractice Library and News sections. Communication is built around ePractice Communities, where peers can meet either physically via workshops or virtually via blogs (for further information visit EPractice.eu).

Cognitive multi agent system in Mammography: Application to decision making in diagnosis of breast cancer |

Abstract
Breast cancer continues to be one of the leading causes of mortality among women. Digital mammography is used by radiologist for analysis and interpretation of cancer. Visual reading and interpretation of mammograms is a very demanding and expensive job. Early detection of breast cancer is essential in breast cancer control. Computer Aided Diagnosis (CAD) systems have been developed to complement radiologists in interpreting mammograms. In this paper we present a novel approach to lesion interpretation in digital mammograms. The proposed method is based on cognitive multi agent system to take advantage of decision making of rational agents. The use of ontology can be beneficial to bring the communication between various agents and to facilitate the making decision process.

Special Track 5
A Novel QOS Aware DBA Algorithm for EPON and WiMAX Integration |

Abstract
EPON is a high capacity access network solution for fixed subscribers. WiMAX is a wireless technology that works in access layer of network. It provides mobility and quality of service requirements for different kinds of traffics but it does not have the capacity of EPON. Putting these two kinds of wireless and wired networks together in the access layer is a promising solution that will provide some benefits to subscribers. EPON and WiMAX could complement each other in an integrated network. In the integrated network, coexistence of wireless and wired networks is an important issue. One of the challenges of such an integrated network is quality of service protection. This special track proposes a novel dynamic bandwidth allocation (DBA) algorithm for EPON has been proposed to provide quality of service requirements for existing traffics in the integrated access network. The simulation results show the validity and superior performance of the proposed algorithm.

Organisers should submit their Special Track papers to specialtracks@icitst.org.
Information for Authors and Dates
Authors should submit papers (8 pages MAXIMUM) with the same formatting rules as research papers. The reviews of submissions will be provided to authors during notification. Your Special Track proposals will be reviewed by the Steering Committees and all the accepted Special Tracks will appear in the proceedings published by IEEE and fully indexed by IEEE Xplore and DBLP.
